We are currently searching for a Specialist Subcontract Program Manager to join our team in Melbourne, FL or Cedar Rapids, IA.  This is your opportunity to become part of an organization that supports exciting airborne programs. In this position you will have the opportunity to work with a highly motivated cross functional team managing the development activities of some of Rockwell Collins' most innovative suppliers.

  • Provide third party subcontract management support for domestic and international programs for Commercial Aviation Communications, Navigation and Surveillance business unit
  • Direct and manage the activities between Collins Aerospace and subcontractors/suppliers during the life cycle of a product/program/new initiative or co-production of products while ensuring compliance with company policies and procedures
  • Responsible for all planning and sourcing activities required to assure continuity of supply for assigned programs.
  • Develop requests for proposals/quotes, analyze costs and the ability to write a price and/or cost analysis, lead negotiations, and place compliant purchase orders according to internal procedures and regulations.
  • Create and execute supporting agreements and proactively manage all contract deliverables and subcontractor spend plans.
  • Ensure subcontractor execution is in alignment with program objectives, including proposal/statement of work development, procurement specification, drawings, interface control documents, software requirement documents, test plans/procedures, quality requirements, terms and conditions, payment terms, milestone payment plans, data and hardware deliverable requirements, and project/deliverable schedules.
  • Plan and lead supplier negotiations which result in favorable outcomes
  • Manage subcontract performance for conformance to contract scope of work, schedule and cost
  • Identify, mitigate and communicate to senior management or program team on subcontractor performance and status, resolving risks and issues to ensure all work products meet program objectives, support Collins Management gate reviews
  • Make supplier visits as required to conduct program reviews and audits to ensure subcontractor is managing the program to meet program requirements and schedules
  • Ensure quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the entire organization.
  • Direct the activities of Subcontract Administrators and Buyers assigned to support the program efforts

Qualifications:

  • Microsoft office tools
  • Demonstrated leadership and organizational skills with a proven track record of meeting objectives and satisfying customer requirements.
  • Demonstrated negotiation skills
  • Demonstrated contractual and support agreements management
  • Ability to travel 10%

Preferred Qualifications:

  • Engineering background (hardware and software development)
  • Project management certification
  • Program management and subcontract management experience
  • Supply Chain Management
  • Familiarity with ERP systems (SAP)


Basic Qualifications:
This position requires a Bachelor’s degree in the appropriate discipline and 5 years of relevant experience or an Advanced degree in the appropriate discipline and 3 years of relevant experience.In the absence of a degree, 9 years of relevant experience is required. US Citizenship or Permanent Residence is required.
